Public Private Partnership (PPP) projects

Public Private Partnership projects use private sector finance to deliver assets for central and local government. Carillion's competitive advantage in PPP projects is based on our ability to combine our expertise in private finance with our support services and construction capabilities.

This allows us to win and deliver fully integrated solutions, in which we invest equity and for which we secure construction contracts and long-term support services contracts.

An example of an integrated solution is a PPP project related to military accommodation, worth £1.2 billion to Carillion. We are providing finance, construction services, and 35 years of property and facilities services.

Given the on-going contract for services it would make no sense for Carillion to, say, cut costs on flooring materials for an accommodation block if the savings were going to be outweighed over time by higher cleaning costs. Our integrated solutions provide powerful incentives towards overall best value.

What's more, our joined-up contract replaces potentially hundreds of contracts with niche suppliers. Our customer has a single point of contact for everything to do with their property assets, which maximises transparency and accountability.

An outstanding record

Carillion has been a leader in PPP projects since the inception of the UK's Private Finance Initiative in the early 1990s.

Our PPP projects contracts include the delivery of schools and academies, hospitals/healthcare facilities, and major road projects.

We have also built the secure Government Communications Headquarters (GCHQ) at Cheltenham. This has been one of the largest and most technically complex PPP projects in the UK to date.

In Canada we have a market leading position in Alternative Financing and Procurement (AFP), which is similar to the UK's Public Private Partnership projects procurement model. We are particularly strong in the health sector. Carillion is the only company in Canada with the in-house capability to offer fully integrated solutions for AFP projects.
