Case Records . 2004 Targets

It is essential that the health, safety and well-being of our employees and everyone affected by our activities are integrated into all our business activities. The implementation of Integrated Management Systems in all our business groups ensures that Health and Safety is part of every aspect of our activities.

Safety Statistics

(against a population of 40000 including direct employees and subcontractors)

350 injuries reportable under the Reporting of Incidents, Diseases Dangerous Occurrences Regulations 1995, compared to 408 in 2002.

Accident frequency rate (AFR) of 0.34 reportable accidents per 100000 hours worked – this is the lowest we have ever achieved.
Our AFR target rate for 2003 was 0.37 per 100000 hours.

Despite this general improvement in performance, there were three fatal accidents on Carillion projects in 2003, all of which have been fully investigated by Carillion with appropriate actions put in place. There were also eight enforcement notices due to breaches in health and safety legislation.

In February 2004, four of our people were killed and three were injured in a tragic accident on the West Coast Main Line. Whilst this accident remains under investigation it would be inappropriate to comment further. However, following the accident and the fatal accidents in 2003, the deep sense of shock and sadness by all our people has redoubled our commitment to Health and Safety. Our challenge is to turn these absolute commitments into real and measurable progress so that our people can work safely wherever they are.

2003 Target: Raise awareness and improve our occupational health performance.

Although health has always been important to our strategy we realised it was low on the agenda and that occupational health needs to be managed within Carillion on the same hierarchy as other aspects of Health and Safety. The hazards to health need to be eliminated at source wherever possible and then controlled via training, personal protective equipment and health screening.

Full commitment was given from each business group at senior level to raise health on their agenda.

A working group from across Carillion was set up to understand the issues, each business group defined their specific health policy and identified the key areas for action.

The implementation of these actions focussed on awareness, medical screening and legal compliance and will continue through 2004 and onwards.


2003 Target: Ensure “Safety By Design” is applied to mitigate hazards at source when we have design input.

The emphasis here is on hazard elimination/mitigation through the design process. A training module has been rolled out across Carillion and is now being extended to external designers and Safety By Design audits are in place on all major construction projects.

Carillion Building North have been highly commended in the HSE’s Working Well Together Campaign 2003 for their implementation of “Safety By Design”.

2003 Target: Business groups to develop action plan to address behavioural safety.

This is based on the idea that certain behaviours are likely to lead to accidents. We need to identify these behaviours and address the root causes of unsafe behaviour.

All business groups have developed and put in place behavioural safety plans that tackle their specific business needs. Representatives from each business group met in October 2003 to review the effectiveness of these plans to date and a series of proposals and actions were drafted for 2004.

The Plc Health & Safety Committee will review and agree a proposal to develop, and commence the implementation pf, a Plc driven OH&S Management System.
