Management of Health and Safety

Health and safety is a fundamental part of good management and operational practices. Concern for health and safety is integral to all Carillion activities. In the United Kingdom we operate in a changing business environment, which includes an increasing use of sub-contractors along with a significant focus to establish a culture of partnership to optimise project outcomes.

Carillion recognises its responsibilities for the health and safety of everyone working on its operations and we have designated health and safety as a strategic risk. Health and Safety objectives complement our business aims and are recognised to add value to the business beyond merely ensuring compliance with legislation.

The Four Corner Stones

Carillion’s Safety Charter has continued to provide the foundation for our delivery of health and safety management. The Safety Charter sets out our four safety cornerstones, which complement the national Health and Safety Executive (HSE) ‘Working Well Together Campaign’.

Commitment to Competence: Within Carillion and Across the Industry

Carillion believes the basis of competence is effective training, as reflected by our core training matrix. We are committed to a structured approach to ensure that all those working on our operations, direct employees, sub-contractors, suppliers and operatives, are competent to fulfil their defined responsibilities safely.

Carillion identified a gap in the Institution of Occupational Safety and Heath (IOSH) safety courses on offer and developed a new training package ‘Supervising Safely’. This has been accredited by IOSH, for supervisory staff, and works managers. In August 2000 we presented the course material to IOSH’s chief executive for use across all industry.

Commitment to Co-Operation: Integrating Safety Into Everything We Do

Co-operation is key within Carillion’s operational activities, and starts at the highest level with the Board Health and Safety committee. Managing Directors of all operating business units are on the committee and meet to set policy, exchange current practice and oversee implementation of health and safety initiatives. Health and Safety is also a mandatory item on all our significant meeting agendas.

Holistic consideration to minimise health and safety risks at construction sites has led certain business groups, where appropriate, to introduce alcohol policies and Infrastructure Management and Carillion’s operations in the Caribbean have an Alcohol and Drugs Policy. These aim to encourage a safer and healthier working environment for all people involved in Carillion’s operations.

Carillion recognises the importance of consultation with representatives of employees and the workforce in general with regard to health and safety issues. Appropriate modes of communication are used as appropriate to site specific requirements. The aim is to create a culture were every one is valued and all views are listened to as fundamental part of construction process.

Commitment to Communication: All can share and learn from Good Practice

Effective communication about safety in a company that undertakes a wide range of activities, such as ours, can be complex. We use a number of methods to ensure our safety messages reach those working on our projects.

MANUAL HANDLING TOOLBOX CARD (pdf)

During 2000 we launched a new campaign that aims to put safety right at the start of every process. The message of the Think Safe! Campaign was communicated to all employees using a pocket card, which contained a simple safety hierarchy, reinforced with a message from Sir Neville Simms (Chairman of Carillion plc).

Commitment by All Levels of Management, Supervision and Workforce

Visible and real management commitment is the catalyst that induces effective health and safety management. In addition to the Board Health and Safety committee, senior managers undertake safety tours and set auditable health and safety measures as required by the main board safety charter. The tours are a powerful way of demonstrating Carillion’s commitment to safety to those on site.
